IMO is InMyOpinion

Looks like A unless something comes up which is very common with the short length SCs

hey, just revisitng this SC -
i think "their" in option A is a bit misleading....
i wud go with C

C it is. C uses the techniques of resumptive modifier - on which I had posted couple of months ago in this same forum.

Kripal - BTW - A is a perfect example of a sentence which uses BEING in a manner which is a complete NO NO on the GMAT as countless people on this site would testify.

Option - A - "their" is ambiguous. Could mean Legislations or states
Option - D & E - purely wrong
B is wrong - Not parallel

Hence C

Anecdote
Demented teenage kid: You have no authority for telling me anything.
Mom: I have all the authority to tell you what you must do.

Correct idiomatic expression is "Authority to, authorised to", while there may be other forms such as authority over (not sure, pls check this).Hence, this eliminates D and E

I would eliminate B because GMAT prefers the verb usage to the noun usage, as seen in the other two options A and C. Moreover, it should be "The protection of"

Coming to A vs C. Being is a straight shot elimination. In very rare cases, does being sound correct on the GMAT. This is not one of them. For more usage on being, here is an explanation by Marcab when-you-should-eliminate-being-the-answer-is-here-141086.html

Most states impose limitations on the authority of the legislature to borrow money, with their objectives being to protect taxpayers and the credit of the state government.

A. to borrow money, with their objectives being to protect Not a correct usage of 'being'
B. to borrow money, the objectives of which are the protecting of noun vs verb, prefer verb
C. to borrow money, limitations intended to protect sounds awkward but is the correct and meaningful one
D. for borrowing money, of which the objective is protecting Incorrect idiom
E. for borrowing money, limitations with the intent of protecting Incorrect idiom

in A, "their" is unclear.
in B, "the protecting" is correct but if noun exist, we use noun not doing
in D and D, authority to borrow is idiomatic.

Can anybody please distinguish between the split to borrow money vs for borrowing money.

I was stuck between choice C and E. Finally went with E.
