ability to is the correct idiom i believe

a is not parallel - to , , and to

B parallel

c, d, e - incorrect idiom

I'll go with " B "

one " to " is sufficient for all the verbs.

" For" "at" "in" do not make the right idiom pair in this sentence.

IMO is B as idiom is ability to is correct.
now left A and B in A to after and make this option not parallel if you want to use to then you must put to before recruit so that whole sentence is parallel.
