I am not sure what you mean, philipssonicare. In American English, a that clause is both essential and restrictive, which is why it does not get roped off by commas (like its which counterpart). Here, the barebones structure of the with prepositional phrase is as follows:

with the availability of A and B that allows a transfer...

It is the availability that is being modified by that, which is why the verb agrees with a singular subject. The only way you could remove the that is if you changed the grammatical structure of the sentence, perhaps by ditching the with:

the availability of A and B allows a transfer...

This alteration would require further changes to the sentence, but I think the point is made. If you would like more in the way of an explanation, feel free to ask. Thanks for posting.
