We see that 19 + 11 = 30 individuals do not speak Japanese, and those 30 individuals constitute 75% of the entire group. Letting n = the total number of individuals in the group, we can create the equation:

0.75n = 30

n = 40

Thus, 1/4 x 40 = 10 speak Japanese.
