As a non-native English speaker, I can't see the subtle differences in terms of meaning among choices.
(especially, the part before the preposition, with and through)
Anybody can explain to me?

Choice C has a typographical error. Choice C should read

strengthening the economy of the south through soil improvement and crop diversification.

We split between through vs with. When we want to say that I do something by "device is things". We should use "through THINGS". When something is completed by PERSON, we will use "by PERSONS". So, eliminate A, B, and E. C and D remain, C have better parallelism structure. So, C is correct one.
