I should have elaborated on the low GPA..
1. Half way into my program I realized its not something I wanted to pursue a career in.. but didnt wanna start all over so completed the degree.. got my first job through it but within the first year made the switch to project management. The transcript does demonstrate that since my gpa for computer science courses is much lower compared to my other courses (which includes bunch of B+ and A's in quant courses)
2. Because of financial constraints I was working part-time during the fall and winter semesters... and full time during the summer so that I could pay for my education.
3. I was just not focused during my undergrad but have amended my ways (which I would like to demonstrate through steady career progress and additional certifications.)
Are you getting A's in your certificate classes?
Yes.. I can demonstrate through transcript for my process management courses that I am getting A's
Linda, I was hoping to offset the low GPA concern through the optional essay (without sounding like I am making excuses) and 700+ gmat score.
And, I asked about top 10 because the combination of IT, Project Management and Business experience in public service would put me in a smaller pool of applicants.. wouldn it?

Thanks for providing the context. It is important and obviously will be important in your application. Please see
MBA Admissions: The Optional Essay.Your A's will help and a 700+ GMAT is going to be really important -- almost mandatory -- if you are to have even a stretch chance in the top 10. But with that high GMAT and your current classes and an effective optional essay or other way to provide context, you would have a chance at the lower half of the top 10, which in my opinion has about 15 schools in it.
At the same time, I would encourage you to apply to programs outside the top 10 that also support your goals. Even if everything goes as you intend with the GMAT, you can't count on acceptance in the Top 10.
