As a general rule, it's preferable to arrive at the Test Center early, since you don't want to deal with the stress/anxiety of having to rush to the facility (and potentially show up late for your start time). Many Testing Facilities will allow you to start your Exam early if you show up early (if you choose to), so you might also be able to avoid having to sit around and wait. However, that option does depend on the individual facility and whether there are other Test Takers 'in line' ahead of you or not when you arrive. Many Centers have the 8am 'slot' as their first Exam appointment of the day, but many people will be scheduled for that slot; the Centers can only escort one person into the Computer Lab at a time though, so that initial group of 8am Testers will require the staff's attention until they've all been seated for their Tests. This is all meant to say that arriving between 8:30 and 9:00 is likely your best option.
