A. accused Dell of seeking to distract attention from what he said were the “worst results in its 70-year history”.
Nothing wrong here, keep as a contender. Mr Franklin is referring to the results so we must use the plural were not was.

B. accused Dell, seeking to distract attention, from what he said were the “worst results in its 70-year history”.

Misplaced modifier. Unidiomatic "accused X from."

C. accused Dell that seek to distract attention from what he said was the “worst results in its 70-year history”.
Unidiomatic "accused X that."

D. accused Dell for seeking to distract attention from what he said was the “worst results in its 70-year history”.
Unidiomatic "accused X for."

E. accused Dell for seeking to distract attention from what he said were the “worst results in its 70-year history”.
Unidiomatic "accused X for."

What was or what were the worst? the results, a plural subject, right? Therefore, we need the plural verb 'were'
