subject verb agreement and noun modifier and clause are the issue in this question. Nevertheless, test takers may feel puzzled if they are forced to read the question quickly and cross out the wrong answer at the same time.

There is no better tips than keep practicing.

a) Each of the major setbacks the Germans suffered in June 1944—the fall of Rome, the collapse of Army Group Center on the Eastern Front, and the breaching of the Atlantic Wall at Normandy—were powerful shocks - Each... is a singular subject that commands a singular verb. Here, the verb associated with ''each'' is ''were'', a plural verb.
b) The fall of Rome, the collapse of Army Group Center on the Eastern Front, and the breaching of the Atlantic Wall at Normandy—each of them major setbacks the Germans suffered in June 1944—were powerful shocks
- ...fall,..collapse,..and breaching... - the verbs that are in parallel do not have the same verb tense (keeping in mind that these events have all occurred in the past and must be described in the past tense)
c) Powerful shocks—the fall of Rome, the collapse of Army Group Center on the Eastern Front, and the breaching of the Atlantic Wall at Normandy—each a major setback for the Germans in June 1944, was such - "Powerful shocks....was.." Shocks is plural, whereas the verb it commands is ''was'', which is singular. Hence, we have a subject-verb agreement.
d) The major setbacks suffered by the Germans in June 1944—the fall of Rome, the collapse of Army Group Center on the Eastern Front, and the breaching of the Atlantic Wall at Normandy—each were powerful shocks - ''The major setbacks....each were...'' Adding the singular word ''each'' in between two plural words ''setbacks'' and ''were'' made this structure incorrect since 'each' can only command a singular verb.
e) Each of the major setbacks the Germans suffered in June 1944—the fall of Rome, the collapse of Army Group Center on the Eastern Front, and the breach of the Atlantic Wall at Normandy—was a powerful shock - has no error. hence, (E) is the right answer choice here.
