(A) where the tourist industry is larger than any other Canadian city
(B) which has a tourist industry larger than that of other Canadian cities
(C) which had a tourist industry larger than any other Canadian city
(D) whose tourist industry is larger than any other Canadian city
(E) whose tourist industry is larger than that of any other Canadian city

+1 for E, we need to compare the tourist industries of Montreal to the tourist industries in other Canadian cities. This is done correctly in E.

E is right answer.
A C D has comparison issue.
C no need to use "had" as 2 past events are not given .
B 1 city (Montreal) is compared with other cities (Plural)

MANHATTAN REVIEW OFFICIAL EXPLANATION:

Choices A, C and D have incorrect comparisons. They imply that the industry is larger than any other Canadian City, whereas, in fact, the tourist industry in Montreal is larger than the tourist industry in any other Canadian city. C uses the wrong tense. B removes the word ‘any’ inappropriately. It is necessary to emphasize that the tourist industry in Montreal is larger than the tourist industry of any other Canadian city. Choice E is the correct answer.
