My Approach : Invest 5 seconds in checking first and last word of the underlined sentence. We are switching between to outpace vs outpacing and verb forms of deliver.
A. A is incorrect because of the singular verb delivers. We are talking about bicycles. So A is gone.
You can check the 3:2 split but instead you can read the sentence and figure out what parts have to be parallel. From what I see all three parts are not intended to be parallel. To Travel, To outpace, and To deliver. Which helps eliminate B.
If we figured that out then we are also saying outpace and deliver should be in parallel which is not the case in C and D, making E the right choice.

Note: After marking the answer as E, I am doubtful if all three parts can be parallel which will make B the right choice. I guess we will find out :)

- the sentence between the 2 commas should be a verb-ing modifier. So eliminate A and B.


C) outpacing their fuel-driving four-wheeled rivals, and to deliver - Correct.

D) outpacing their fuel-driven four-wheel rivals, and delivered - "lanes to travel around" and "and delivered" are not parallel. Hence, incorrect.

E) outpacing their fuel-driven four-wheel rivals and delivering "and delivering" acts as a modifier when it should be a part of the main sentence and be parallel to "lanes to travel around...". Hence, incorrect.

I'm not a fan of this construction.. I think the intent is to have "outpacing their fuel-driving four-wheeled rivals" as a non-essential modifier, allowing us to simplify the sentence as such:

" Delivered [...] " should be an independent clause if it is to follow the construction " , and "

E) outpacing their fuel-driven four-wheel rivals and delivering

The clause

Should be able to stand on its own as a modifier of the clause that precedes it, such that we can re-write the sentence in the following way:

I don't think this makes much sense, leaving us with (C) as our best option.

Though I have picked E as my anwer but not sure, coz i was toggling between C & E -

This question is basically testing parallelisim in contrast with Modifier (more specifically VerbING modifier)

(A) to outpace their fuel-driven four-wheel rivals, and delivers - Incorrect Parallelism - also Infinitive usage of "To Outpace" is not in accordance of the meaning.

(B) to outpace their fuel-driven four-wheel rivals, and deliver - Same issue as option A

(C) outpacing their fuel-driving four-wheeled rivals, and to deliver - somewhat not clear to me, from my understanding, "outpacing their fuel-driving four-wheeled rivals," was correctly used as a VerbING modifier when used after comma modifies the preceding clause. But , AND should be followed by an IC, not in this case. So i opted for E

(D) outpacing their fuel-driven four-wheel rivals, and delivered - Unnecessary usage of Past tense, also error mentioned in Option C is present here.

(E) outpacing their fuel-driven four-wheel rivals and delivering - Correct usage of VerbING modifier - Our answer is E

"fuel-driving four-wheel rivals" is super weird and 'to deliver' after that just breaks the sentence. E is good on all fronts.

bicycle can use cycle lanes, but the purpose is not to outpace four wheeler. It can be the outcome.
From the sentence it seems that the bicycles use lanes to travel around congested cities to outpace fourwheeler....it should be that the bicyles use lanes and that results them outpacing fourwheelers.
and delivers ----bicycles is plural....so incorrect verb
B - Customized electric cargo bicycles can use specialized cycle lanes to travel around congested cities to outpace their .....
bicycle can use cycle lanes, but the purpose is not to outpace four wheeler. It can be the outcome.
From the sentence it seems that the bicycles use lanes to travel around congested cities to outpace fourwheeler....it should be that the bicyles use lanes and that results them outpacing fourwheelers.

C - outpacing and to deliver is not parallel.
D - outpacing and delivered not parallel.
E - outpacing and delivering is correct in parallelism. From meaning perspective also it looks ok that the bicycles are using lanes to travel around congested cities outpacing fourwheelers and delivering goods and services.
So outpacing and delivering is the outcome of using bicycle lanes..... they are not the targeted tasks.

Customized electric cargo bicycles can use specialized cycle lanes to travel around congested cities, to outpace their fuel-driven four-wheel rivals, and delivers a variety of goods and services.

Note: To modify an entire clause we use verb-ing modifier.

to outpace --> gives intention | it is not a modifier. We need a modifier to modify the preceding clause.
Also, notice outpacing and delivering should be parallel because they both represent the benefits of electric cargo bicycles.

Structure: Clause, Verb-ing modifier and Verb-ing Modifier.

Folks who selected C as a correct answer discounted the parallelism aspect of the sentence.
I can't emphasize more how important parallelism is to GMAC and mercilessly it penalizes for ignoring it.

Option E maintains correct parallelism and modifies the preceding clause correctly.

• Strategy?
Assess each answer, reading only the verbs. We know they are a problem in option A.
They are likely to be a problem in other options.
Decide in seconds. If you cannot decide to eliminate, keep tentatively and move on.

• Aside from parallelism, delivered is the wrong tense. This sentence gives facts about certain kinds of cargo bicycles. In the non-underlined portion we have can use. The verbs should be present tense.
Eliminate D

• bingo.
• These verbals are parallel: [i]outpacing and delivering
Outpacing and delivering do not need to be parallel to the other verb, to travel
• This sentence is a very common construction: main clause, comma + ___ING modifier of clause.
-- the only difference? There are two ___ING modifiers. That fact changes nothing. Both participial modifiers are correct.

A simplified sentence:
The bikes can use special lanes to travel around congested cities, outpacing cars and delivering many goods and services.
That's correct.

The answer is E

TAKEAWAY: trust what you know. You know that ____ING words can modify a whole clause. Okay. Stretch a little: there are two of them—and they are both in the only sentence that does not violate parallelism or have the wrong verb tense.

There can be two __ING modifiers coupled by the word AND.
-- anyone who is a native speaker should say the sentence out loud and should immediately hear that the sentence is correct.

-- The rules should not obscure your common sense.
Where else would the second ___ING modifier be placed if not where it is?
The second modifier, delivering. does modify the preceding clause.

Correct: She picked a book of essays that intrigued her.
The prepositional phrase and that are both essential modifiers. They can't both touch the noun at the same time.
One word has to come second.

Answer E is not the best of a bad five. Answer E is grammatical and not bad stylistically. :)

I have a doubt in option C, "outpacing their fuel-driving four-wheeled rivals, and to delive", fuel driving is anyways wrong, but can't "outpacing their fuel-driving four-wheeled rivals" act as a modifier here and "and to deliver" work in a parallel structure with "to travel".
