meaning: panel has urged the nation {list} to implement…, [to] conduct…, and [to] build…"
rule: a list must be parallel
intent: "capability to" because the panel is advising the nation to build something with an intent (for a reason)

Sentence consists of a list which includes implement something, conduct research and build responding capability where verbs implement, conduct and build must be in base form with ‘to’ in the non underlined part.

A. building a capability to respond – WRONG. ‘Building’ is not parallel to other verbs in the list.

B. building a capability that respond – WRONG. Same as ‘A’ above.

C. building a capability that for responding – WRONG. Same problem as ‘A’ plus ‘for responding’ is also wrong.

D. and build a capability for responding – WRONG. ‘For responding’ is wrong.

E. and build a capability to respond – CORRECT. ‘Build’ in base form is parallel to other verbs.

Further coming down between them, capability for is incorrect idiom :

The answer is e, first three options can be eliminated easily because building capability doesn't make any sense, in d responding should not be used,so the answer is e

Considering "and" to be a part of the underlined section in the SC.

Going via options:

A) building a capability to respond
Not in parallel to "implement....", "conduct....".

B. building a capability that respond
Not in parallel to "implement....", "conduct....".

C. building a capability that for responding
Not in parallel to "implement....", "conduct....".

D. and build a capability for responding
"capability for" is unidiomatic.

E) and build a capability to respond
Has everything correct.

The parallelism is maintained.
As for To vs For, the usage of to respond shows the reason to make that warning system.

OFFICIAL EXPLANATION:



Creating a filter: The basic structure of the sentence is that this "panel has urged the nation to A, B, and C," where A, B, and C are all verbs. In a compound predicate - a list of verbs joined by conjunctions such as "and" - the verbs must all take on parallel form. And they don't: "building" is not parallel with "implement" and "conduct."

Applying the filter: We look for "build" in the answer choices and narrow them down to (D) and (E).

Finding objective defects: Generally, the infinitive wins and the gerund loses, favoring (E). Furthermore, "capability for" is not a proper idiom.

The correct answer is (E).

Error Analysis:

1. "building" is not parallel to "implement" and "conduct".

Process of Elimination:

A. Wrong. As explained above.
B. Wrong. Same error as in option A.
C. Wrong. Same error as in option B.
D. Wrong. "for responding" is incorrect. We should use "to respond" instead of "for responding" as "to"-verb phrases are generally used to present the intent/purpose of another action in the sentence.
E. Correct.
