Although I answered the question correctly, I am not satisfied with the quality of question. Both options 'B' and 'C' are irrelevant to the conclusion that "Rocktown school district will score better this year on American history test"

C talks about the free program while the conclusion is that " fourth graders in the Rocktown school district will score better this year on American history test" . So C does not strengthen the conclusion. --Correct
B says majority students attended, so the probability is high that they will score better as they attended the program

But the conclusion says fourth graders in Rocktown school district "will score" better this year on American History test. Don't you think that the conclusion implies that all students of fourth grade will get a better score and not the majority. Hence this could be a weakener too, right?

From the passage "offered a free summer enrichment program" .. "will score better this year on American history test"

Option C - "The district decided to make the program free" .. due to low-income families.

The reason for it being free does not strengthen the conclusion that students will score better
