Given school starts in a month, it is unlikely you will be taken off the waitlist, esp as HBS is not allowing any further deferrals unless illness / military service.
Personally, I would not start from scratch but work out where my weaknesses are in my application (leadership, community involvement, viable future goals, GMAT? etc), and shore up my application, then rewrite.
I would say no re the M7, I doubt HBS cares that you got into another M7, tons of people who apply to HBS who are rejected go to an M7, instead I would emphasise why Harvard, why you are reapplying and what you will bring given this extra year of work.
