For option 2, why it can't be option A. Option A is the major issue in the passage. 'Protection depends on the laws of the nations' is one of the reason that makes 'infringement most common problem of international trade'. Also in first para the issue of infringement being the most common issue is mentioned.

Choice (A) is tempting; nevertheless, it does not sum up the passage or in any way help the general site user.

Choice (B) must be ruled out because it states the opposite of what is true.

Choice (D) is true to the passage in the sense of exceptions and pharmaceuticals, though not in the sense of “often”; it also does not sum up the passage or offer practical information to the general site user.

Choice (E) should be eliminated because, while it may be true, it is not a summary statement nor is it of much use for the site user to know.

The correct answer is (C).
