I am not really comfortable with the language of question but anyway here is the explanation
Question: No. of books = x = ? (where x <50)
Statement 1: x = 7a+3
i.e. x can be {10, 17, 24, 31, 38, 45}
NOT SUFFICIENT
Statement 2: x = 4a+2[/b]
i.e. x can be {6, 10, 14, 18, 22, 26, 30, 34, 38, 42, 46}
NOT SUFFICIENT
Combining the statements
x can still be 10 or 38 hence
NOT SUFFICIENT
Answer: Option E
