I marked D too as it's going against the premise.

Although this is very similar to a question in OG so acc to that logic E should be the answer.

Re: The country of Gesundstadt is self-sufficient in terms of its requirem [#permalink]
Hi sayantanc2k
I pondered over A and E

A. Whether a vaccine for the pandemic disease has been discovered when the lock down is implemented.

TBH, ı don't like this option and ı can't really eliminate it. Does DTI have to discover a vaccine? I mean ı know that they aim to do so, but even if they can't discover anything would it harm the conclusion? Because let's say that the pandemic started and DTI scaled up production and got administrative personnel in. DTI relentlessly tries for years to find the vaccine and simply fails each time. Would they just quit and let personnel go? Also what if meanwhile the pandemic dissipates (vaccination is not the only way for a pandemic to disappear). This would mean that during the pandemic administrative personnel kept their job. I don't if this is too much pondering but I don't like the idea that just because they couldn't discover a vaccine would automatically mean that specialized extra personnel would be left jobless

B. Whether DTI has the required technology to manufacture the new vaccine against the pandemic.
If it doesn't have enough technology, it may not need to scale up the production at all and this will result in no extra jobs for specialized personnel

C. Whether the number of qualified applications for the positions of specialized administrative jobs at DTI significantly increases during the time of lock down.
If the number of qualified application doesn't increase than there won't be any qualified personnel to be admitted into DTI and this will result in unqualified specialized administrative personnel to be jobless

D. Whether the law for vaccine import is relaxed because the time taken for scaling up by DTI is too long and it is essential to vaccinate all the residents immediately.
Although we are given that imports are prohibited by law, should there be a relaxation in the law, it may result in import of the vaccines. So no need for extra specialized administrative personnel

E. What proportion of the citizens in Gesundstadt are already working at DTI as specialized administrative personnel.
I don't think that questioning this will be of any use.

The country of Gesundstadt is self-sufficient in terms of its requirement of vaccine production and import of vaccines is prohibited by law. All vaccines that are used by the residents of the country are manufactured by a local company named DTI Biologika, which can not only supply vaccines for normal situations, but also has enough free capacity for scaling up production for pandemic situations. However for scaled up manufacturing, additional personnel are required for all technical and non-technical disciplines, including specialized administrative personnel. Therefore when a pandemic sets in, and the economy staggers due to lock down in the city, specialized administrative personnel will not be adversely affected as they can get jobs in DTI Biolgika.

All of the following options may be important to be determined to evaluate the above argument except which one?

A. Whether a vaccine for the pandemic disease has been discovered when the lock down is implemented.

B. Whether DTI has the required technology to manufacture the new vaccine against the pandemic.

C. Whether the number of qualified applications for the positions of specialized administrative jobs at DTI significantly increases during the time of lock down.

D. Whether the law for vaccine import is relaxed because the time taken for scaling up by DTI is too long and it is essential to vaccinate all the residents immediately.

E. What proportion of the citizens in Gesundstadt are already working at DTI as specialized administrative personnel.

GMAT Club Official Explanation

A. If the answer to the option is “no”, then scaled up manufacturing is out of the question since there is no vaccine to manufacture - therefore there would be no scope for getting additional jobs as specialized administrative personnel at DTI Biolgika.

B. If the answer to the option is “no”, scaled up manufacturing is out of the question since without proper technology the vaccine cannot be manufactured - therefore there would be no scope for getting additional jobs as specialized administrative personnel at DTI Biolgika.

C. If the answer to the option is “yes”, then the competition for getting a job as a specialized administrative worker at DTI Biologika would increase, making it more difficult for the residents to get a job there.

D. If the answer to this option is “yes”, then some company outside Gesundstadt will manufacture and deliver the vaccine and there would be no demand from DTI for local manufacturing - therefore there would be no scope for getting additional jobs as specialized administrative personnel at DTI Biolgika.

E. Correct. This option is irrelevant for the argument. The proportion of the citizens currently working at DTI as specialized administrative personnel has no role to play on the question whether more specialized administrative personnel can get jobs at DTI during a pandemic.

As for option A, you first need a discovered vaccine that is available for production; only theerafter you can scale up production. Without a vaccine, either small scale or large scale production is not possible. I presume you misundertood the wording "scale up production". Scaling up does not mean preparation only, it means the production itself as well - when you scale up production, you are already producing, that means the vaccine must have already been discovered.

Hope the above would clarify your doubt about option A.

Fresh Verbal Question From GMAT Club Tests'. Written by sayantanc2k

The country of Gesundstadt is self-sufficient in terms of its requirement for vaccine production, and the import of vaccines is prohibited by law. All vaccines used by the residents of the country are manufactured by a local company named DTI Biologika, which can not only supply vaccines for normal situations but also has enough free capacity for scaling up production for pandemic situations. However, for scaled-up manufacturing, additional personnel are required for all technical and non-technical disciplines, including specialized administrative personnel. Therefore, when a pandemic sets in and the economy staggers due to a lockdown in the city, specialized administrative personnel will not be adversely affected, as they can get jobs at DTI Biolgika.

All of the following options may be important to evaluate the above argument except which one?

A. Whether a vaccine for the pandemic disease has been discovered when the lockdown is implemented.
B. Whether DTI has the required technology to manufacture the new vaccine against the pandemic.
C. Whether the number of qualified applicants for the positions of specialized administrative jobs at DTI significantly increases during the time of lockdown.
D. Whether the law for vaccine import is relaxed because the time taken for scaling up by DTI is too long, and it is essential to vaccinate all the residents immediately.
E. What proportion of the citizens in Gesundstadt are already working at DTI as specialized administrative personnel.

A. Whether a vaccine for the pandemic disease has been discovered when the lockdown is implemented.

• This is important because if there is no vaccine discovered yet, then DTI Biologika won't be able to scale up production and hire specialized administrative personnel.

B. Whether DTI has the required technology to manufacture the new vaccine against the pandemic.

• This is important because if DTI doesn't have the required technology, it won't be able to produce the vaccine and thus won't need to hire specialized administrative personnel.

C. Whether the number of qualified applicants for the positions of specialized administrative jobs at DTI significantly increases during the time of lockdown.

• This option is important for evaluating the argument because the argument assumes that specialized administrative personnel will be able to find jobs at DTI Biologika when it scales up production. If there is a substantial increase in qualified applicants during the lockdown, it could challenge this assumption in two ways: firstly, it might be more difficult for DTI to fill the required positions if there are not enough qualified applicants; and secondly, if there are too many qualified applicants, the competition for getting a job as a specialized administrative worker at DTI Biologika would increase, making it more difficult for the residents to secure a job there. Therefore, option C directly impacts the ability of specialized administrative personnel to find jobs at DTI during a pandemic and lockdown, making it important for evaluating the argument.

D. Whether the law for vaccine import is relaxed because the time taken for scaling up by DTI is too long, and it is essential to vaccinate all the residents immediately.

• This is important because if the law is relaxed and vaccine imports are allowed, DTI may not need to scale up production, and thus won't need to hire specialized administrative personnel.

E. What proportion of the citizens in Gesundstadt are already working at DTI as specialized administrative personnel.

• This option is NOT important for evaluating the argument. The proportion of citizens already working at DTI is irrelevant to whether more specialized administrative personnel can get jobs during a pandemic. The argument focuses on job availability during a pandemic and lockdown, not on the current proportion of citizens working there. Therefore, option E is not relevant for evaluating the argument.
