The correct idiom is - "X requires Y to do".

The meaning of this sentence implies that a nation should do all the 3 actions, which have already been committed. Whereas, the intended meaning is - the treaty requires that a nation should take adequate actions to ensure the above three things in bold.

The question is setting a subjunctive mode. And "require" can take both "that" and "to"
A. Wrong, because verbs should be in base form. But this choice uses "prevents, promotes, furthers"
B. Wrong, this choice uses "should" instead of "base form"
C. Correct,, Because it uses "to" form
D. Wrong,, same as "B"
E. Wrong,,"promote" is not parallel to "to prevent" and "to further"
