E for me too.

more people started using these roads => so there is a chance for increase in rate of accident

Ok, first I am wrong with B. now, I can explain it wrong because the weather have effects on both the before and after decision of painting edge marking. So, neutral.

(E) mean. after painting edge mark, more people drive on night than before. Make sense.

for most cr questions, such as , assumption, strengthen, weaken , evaluate and flaw questions, our success depend on our ability to criticize the argument before going to answer choice. we need to do criticization before going to answer choices.

do criticization,
why after set up markings, accident increases. there is something happen which make the marking usless.

E provides that action which make the marking unable to compensate .
