C : lacks the main verb in the sentence....proposed is a modifier and not a verb

D: completes the logic and is parallel

At first I thought of keeping this as a contender, but on the second look i realized there is some ambiguity when we search for the antecedent of "it". Is it "Adam Smith’s ‘The Wealth of Nations’" or "theoretical framework".
So Eliminated.



B) Once it was adopted as the basis of classical economics, but Adam Smith’s ‘The Wealth of Nations’ proposed a theoretical framework and is

This does not make sense. It has a modification error. Then "but" spoils the meaning. And it is the framework that is being reworked, not the wealth of nations.

C) Once adopted as the basis of classical economics, the theoretical framework proposed in Adam Smith’s ‘The Wealth of Nations’

There is a missing verb after the underlined portion which makes the sentence a fragment.

This is absolutely correct.
