Your Q and V scores are very close to the 80th percentile, which is sort of an informal threshold for many B-schools, so a 670 is not a bad score by any means. Given that you are Russian (not one of the common applicant pools) and work for the World Bank (distinctive + "social impact") you may have enough compensating strengths in your application to get into these schools with your existing score. Maybe. Even if other parts of your application are strong, these three schools will all be longshots for you. But by all means apply -- just make sure you have some backup schools where you're more competitive. Schools generally prefer that people only take the GMAT three times; more than that seems pointless to them. So the only reason to retake the GMAT is if since your third retake you've done a GMAT prep course and are now getting practice scores in the 700s. Then it would be worth a 4th shot.
