Reasons for it..
1) fostered' vs has fostered'..
Withdrawal and fostering of hope are one after another and HAS shows the flow of events..
2) eventually
Eventually has to modify peace .... Fostered' the hope that peace will eventually prevail..
However in C eventually modifies the word HOPE.. illogically meaning that eventually the hope gir peace has been fostered'..

If we go through the meaning of the sentence,there is a willingness and hence that willingness 'will' lead to something.option C seems like already put into action which doesn't sounds sensible on comprehending is what I feel.

The country's willingness IS a singular word so requires 'has fostered'..
The phrase talks of future so WILL is required..
