The country's willingness to withdraw its troops have fostered the hope that there will be peace eventually; however, most experts indicate there will be continued hostilities in the region.

a) have fostered the hope that there will be peace eventually
b) has fostered the hope that there will eventually be peace
c) fostered the hope for peace eventually
d) had fostered the hope for there eventually being peace
e) fostered the hope for there being peace eventually

The country's willingness IS a singular word so requires 'has fostered'..
The phrase talks of future so WILL is required..
