Each statement on its own is clearly insufficient.

Statements combined:
Calculate the time needed to empty 36 gallons at a rate of 9 ounces per minute.

\(\frac{36-gallons}{1} * \frac{128-ounces}{1-gallon} * \frac{1-minute}{9-ounces} * \frac{1-hour}{60-minutes} = \frac{36*128}{9*60} = \frac{4*32}{15}\) ≈ 8.5 hours

9 ounces per minute --> approximately 8.5 hours to empty the tank
Thus:
LESS THAN 9 ounces per minute --> MORE THAN 8.5 hours to empty the tank

If the time to empty the tank = 10 hours, the answer to the question stem is NO.
If the time to empty the tank = 16 hours, the answer to the question stem is YES.
INSUFFICIENT.

Statement 1- We have no idea about rate of leaking of petrol.
Insufficient'

Statement 2- We have no idea about the initial volume of petrol in tanks

Insufficient

Combing both statements

The tank had 36 gallons or 4608 ounces of petrol in the tank when it started to leak
Amount of leak in 15 hours < 9*60*15 or 8100 ounces

So amount of leak can be greater or smaller than 4608 ounces in 15 hours.

As tank capacity is unknown, time cannot be calculated

Step 3: Combining
Tank capacity = 36*128 ounces
rate of leak < 9*60 ounces per hour
Using RT = W equation
T = W/R
At maximum rate of leak, time is greater than (36*128)/(9*60) ~ 8.5 hours
Insufficient
