A. them - no referrent
B. to repeal- to is redundant
C. we do not need double TO
D. the same as B
E. passive voice. but have no choice so i go for this one

I agree with E because in A them is a bit unclear

yea A.

E changes meaning. Will implies that the procedure is going to happen however that is not the case.

E is passive and also who is doing the proposing and passing is not clear
