B.

Ratio itself is enough to conclude the percentage. 9x+11x= 20 x total employees. 9x are technicians . { x is a multiple }

(9x/20x )*100 is the percentage

(1) We don't know the relationship between actual values of M & W
(2) we don't know the % of technicians among M&W
(1)+(2) combining we get
x=9/11y
substituting
4/10*9/11*y+55/100*y= requested outcome

Answer C

Hello,

Answer should be B not C. For statement 1, we do not have data about the number of men or women-depending on that, % can change.
