Let's deduce what we've got based on given three statements:
I. The average number of hours worked per worker is less than 40, so this requires a bit calculation let's hold this option for a while.
II. At least 3 workers worked more than 48 hours, by given data we only that 20 workers worked between 45-50 hours no specific information about workers worked more than 48 hours. So this is out.
III. More than half of all the workers worked more than 40 hours, by given data we know only (15 + 20) = 35 workers worked for more than 40 hours and 35 is not half of 80. So this is also out.

By looking at answers choices, here on we can say that only statement I is true. Hence the answer is (A). Also if you have noticed no calculations was involved in answering it.
