Technically, the comparison is "
X as prominently as Y" in which X and Y are parallel.
"Prominently" is
adverb, so it should modify the verb "advertise".
in D:
failure to advertise as prominently........as
the lowest"failure to advertise" cannot be compare with "the lowest prices".
You can see another example: failure
to advertise as prominently as
to improve product quality will make the company's sales decline.
This sentence is correct, because "to advertise" is compared with "to improve".
in C: failure to advertise
the highest price..........as prominently as
[to advertise]the lowest priceThe comparison is correct: failure to do X as prominently as to do Y.
Hence, C is correct.
