I had the same thoughts on this as well (see my post in the waitlist thread). My ultimate conclusion is as of now it likely is good, since there are relatively a small number of admits reported and some folks on the WL I thought would be shoe ins at Kellogg (well as much as there can be at at top 5 school). As you said, it's a great way for them to manage yield and to delay their decision until they have a bit more information on how likely we are to accept. Some people will drop off the admit list or accept other offers (that they may have accepted anyway). Plus, Booth, with similar yield rates, kind of went to this approach last year, it appears.
That being said, if the admit rates perk up again (there have been very few since Day 1), then this is definitely a bad thing.
To me case 1 is we're part of a big group with a lot of slots still open. We aren't necessarily "back-ups" but just not the top tier that Kellogg has to be sure to lock in. Case 2 is we're part of a big group with few slots open.
Of course this could all just be sample size as well.
