I will be applying this year in September for next year MBA intake but my first year exam of Masters is in December 2018. Will this be taken into consideration as 16 years during my application in September 2018, although I won't have taken the exams till December this year to have the 16 year background.

Different schools have different specifications. For all those that accept the 15 year course and 15+(1 of 2) years, you are good, provided you can show them the transcripts at Admission time. There are a few which don't accept 15 or 15 + 1. For them, you will need to be in your 2nd year of (or have completed your) Master's.
