This is a very old topic, but I think this may help others that run into these 'However much THAT X and THAT Y' problems. The primary decision point is in the parallel structure of the 'and' conjunction. Answer A and D both use the correct parallel structure, but A is the only choice that uses a contrasting conjunction (however).

C  would  be correct if the choice was "although Americans complain that" rather than "although Americans complain". It is a hypothetical, and irrelevant to the correct answer.

He is technically right, but in the context of the official question, C is not correct.

This is a tricky question, but with correct approach easy to solve
when you look at the question you may notice"and that" in the non underlined portion. "and " is a parallelism indicator. both sides of and should be parallel.
A. However much Americans may complain that - parallel

B. Despite the complaints among Americans about the fact- "that" is missing, so it is not parallel

C. Although Americans complain- "that" is missing, so it is not parallel

D. Even though Americans may complain-- "that" is missing, so it is not parallel

E. There are complaints among Americans that-  parallel 
 Next step is evaluating options A and E 
Option E- GMAT laid perfect trap, when we read option E, we think E looks better than A. but, if we notice closely, except E all are dependent clause and non underlined portion contain independent clause and doesn't have independent clause connectors such as like, but, yet, etc. So, option E is run on sentence i.e., two independent clause connected without a connector. this is a major error in GMAT.
So, A is the correct answer. much americans is correct by the way.

You may be misinterpreting the sentence. "much" is being used to describe the degree to which Americans  are complaining.  "much" is  not  being used to quantify "Americans."

The second ‘ that ’ in the non-underlined portion of the sentence points to a  parallel structure. 
 
 We can see that Americans are complaining about two things
a) Jury duty disrupts their lives
b) Selection process is tedious

Because of this, we need to look for an option that has the word ‘that’ at the end.

We can  eliminate   Options B, C and D.

Between  Option E  and  Option A , Option E changes the meaning of the sentence. 
Substitute back into the sentence and you’ll see that it gives you a fused sentence.  Eliminate .

Option A  is the best choice.
