I would go with C. It is concise, and retains the basic structure of the sentence.

I think its C

A - However much doesn't seem right
B - Adds an unncessary "to the fact"
D - Although is better than even though
E - Lacks a structure word, needs "yet" to support it.

I think the answer is A.

Although, even though, despite - all provide the same meaning.

It should be A for parallelism . D comes pretty close but fails the parallelism test.
Useage "However much" is correct , infact I do have this in my error log.

A - Wrong usage of conjuction however much
The statement tries to quantify the level of agreement

C & D almost have the same construction.
But Although is always preferred as a sentence beginner than even though.

If however much is correct usage

then A is correct for parallel usage without doubt.

Even if however much is wrong still A is correct for selecting the best out of the rot

However much united states voters may agree that there is waste in govt. and that the gov. as a whole spends beyond its means , it is difficult to find broad support for a movement toward a minimal state

The voters should agree on the 2 points and they need to be preceded by that

that can introduce clasues/phrases and here it does the same in both cases in A

Naveen, please be accurate in giving OA. Lots of guys go through the post.

OA is A.

OE: A is the best choice. Choices B, C, and D incorrectly omit that after agree; that is needed to create the parallel construction agree that there is waste . . . and that the government... spends. Choice E, though it retains that, is grammatically incorrect: because E starts with an independent rather than a subordinate clause and separates its two independent clauses with a comma, it creates a run-on sentence with no logical connection established between the halves. In B, the agreement ... to the fact is unidiomatic, and B, C, and E alter the sense of the original sentence by saying that voters agree rather than that they may agree.
