E ... will continue automatically implies that they are already diminishing.

The key to this question is CONTINUE

IF X occurs....implies a future event/condition. Therefore AB are wrong.
Will CD are wrong because they are redundant. if something is continuing to diminsh, there is no need to restate that they have did so in the past.

As such, E.

its a straight E.

If the proposed expenditures for gathering information abroad are reduced even further, international news reports have been and will continue to diminish in number and quality.

(A) have been and will continue to diminish - is wrong
(B) have and will continue to diminish - wrong usage
(C) will continue to diminish, as they already did , - totally wrong tense and awkward usage of did
(D) will continue to diminish, as they have already, , have already doesnt sound correct tense
(E) will continue to diminish

Folks,

I have been missing a couple of SC questions for they tested redundancy.

Though I know there are no rules for redundancy and is purely meaning based, I would like to know how I can identify redundancy.

I missed the question attached herewith.

Regards,
Sach

Well redundant choices are almost always long. If those choices contain any "difference-creating" word, ask yourself-does that word adds anything to the meaning. If it is not, then that choice is redundant.
Regards.
