The stats for both programs are very similar in terms of operations job placement and salary; the only significant difference I saw was a $6K difference in average other guaranteed compensation (MSU wins that one). Another big difference I see is the job offer rate: MSU has a 13% high job offer by graduation rate.
While it is very cold in Michigan in the winter, it is not typically warm in Pennsylvania during the winter, so I don't think that this should play a major role in your decision. I do, on the other hand, feel that fit with a program and its campus life are critical, so I do recommend you try to visit and/or speak to current students about life on campus and where you will feel most at home.
