The statistic doesn't say if the same person is at the lower range of both base salary and bonus. It might very well be that one graduate got a very low base with a very high potential bonus. Likewise someone might have a contract with more or less only base salary.
Anyways, these are outliers and there are a thousand different situations that can cause them. If the salary is important to you, I suggest focusing on the median or 80% range.
