Consider X, y is the correct idiom to use.

Consider X to be y

consider X should be Y is all wrong thus taking out all the options A through D . Hence C.

IMO E

Idiom: Consider X Y is the one which is preferred in GMAT Land.

Mary Katherine Goddard was the first American printer to consider < the Declaration of Independence > < a document important to print and made available for the people >,in spite of the risks inherent in printing what the British called a "treasonable document.

X -> the Declaration of Independence
Y -> a document important to print and made available for the people

Below choices contain unnecessary preposition/words in between X and Y

Choice A : Consider X to be Y is wrong
Choice B : Consider X should be Y is wrong
Choice C : Consider X as being Y is wrong
Choice D : Consider X as if it was Y is wrong

Nope, there's no typo here. E is correct. The structure of E is:
Mary Katherine Goddard was the first American printer to consider the Declaration of Independence a document important to print and [to] make available to the people,.....

You can avoid repeating preposition to make a sentence concise without any meaning changes.

Whenever you see "and", immediately look up parallel structure.

If you use "made" instead of "make" ==> parallel structure is: Mary Katherine Goddard WAS the first American printer to consider ...........and MADE available to the people...... ==> PAST tense || PAST tense.
Does it make sense though? Mary made available to the people.....?

Thus the correct parallel structure is: TO PRINT and TO MAKE.... However, you can omit the second "to" ==> the structure is "TO PRINT and MAKE" ==> infinitive || infinitive.

Indeed, I believe that lack of parallelism/meaning change would be a better reason to elimate choice (a) - and not idiom as some pointed out before.
