I was able to find the following explanations from Ready4GMAT:

This sentence doesn’t sound wrong, but let’s look at the answer choices anyway. We’ll keep in mind that what we have is pretty good, so we can discard any answers that don’t improve upon the original, which is (A).

Is (B) better? No, because it implies that the engineers use multiple sensors and algorithms, when in fact it’s the car doing that.

Choice (C) gets off to a decent start but “with it using” is stylistically poor writing.

Choice (D) is also not a good choice; the word “because” is confusing there, since it doesn’t draw a clear cause and effect relationship. Because the car has multiple sensors and certain algorithms, that means it could provide taxi service in the next five years? That’s not a sensible conclusion.

Choice (E) is wordy and confusing. We’ll stick with what we have, which is a clear and well-written sentence.

The correct answer is Choice (A).

--> Could be optimized further but looks okay

B. By using multiple sensors and formal logic-based algorithms, engineers of a new kind of self-driving car think it could provide taxi services in major American cities within the next five years.
--> Suggests that sensors are being used by engineers. Incorrect

C. A new kind of self-driving car could provide taxi services in major American cities within the next five years, according to its engineers, with it using multiple sensors and formal logic-based algorithms.
--> No clear referent of "it", is it car, taxi service, cities??? "according to its engineers" is incorrectly placed.

D. A new kind of self-driving car, say its engineers, could provide taxi services in major American cities within the next five years because of its multiple sensors and formal logic-based algorithms.
--> Incorrect relationship for "because" since it gives a nonsensical meaning to the sentence.

E. According to its engineers, using multiple sensors and formal logic-based algorithms make it possible that a new kind of self-driving car could provide taxi services in major American cities within the next five years.
--> SV error here. Using would require "makes" or it should be "has made it possible" if the cars are providing taxi services now. Else "would make it possible", which complies more with the future possibility indicated.
