B. one of the earliest codes of law on record is that developed by Hammurabi
C. the legal code, one of the earliest codes of law on record, was developed by Hammurabi
D. Hammurabi developed a legal code that is one of the earliest codes of law on record
E. Hammurabi's legal code is one of the earliest codes of law on record

All others have modifier errors!! Hammurabi was the King of Babylonia.

D is the correct answer choice.

Hello,

I got this answer right, but can you explain why semicolon is used instead of Full stop. will the sentence be wrong if I use full stop. what are the other ways to connect two independent sentences.

Basic rule of modifier
Modifier + comma + subject (intended to modify)

Here modifier is King of Babyloinia, Subject shall be Hammurabi

Only D satisfy the criteria.
