I don't know much about Rice MBA, but hopefully these factors to consider will help you.
1. Are you comfortable with moving abroad in the short term? Similarly, do you want to do a 1Y or 2Y MBA?
2. How good is Rice for Consulting recruitment? Which companies regularly hire Rice grads and in what numbers? I know ISB is great for Consulting, but from what I have heard, the Undergrad pedigree matters during MBB recruitment. Try to speak to past students about how this works and where others with a similar profile as yours have landed to in the past.
3. ISB will have a much stronger brand recall and alumni base in India, which may be better for you in the long term. If you come back after an MBA from Rice, you will have to rely on your network from work and the company brand name.
4. From a financing POV, how much will the programs cost? You may earn and save more abroad, especially because of your 80% scholarship, but are you okay with the Visa risk?
In my opinion, the FT rankings don't matter at all, US News rankings are more reliable. Rice is a US T30 school and ISB is a Top 5 Indian school. Yearly fluctuations do not matter.
