The GMAT and GPA are viewed separately however both are indicators of your academic strength. You can address your low GPA by creating an alternate transcript - take classes that demonstrate your ability to perform in an MBA environment and do well in them. You should also address the reasons behind your low GPA in the optional essay that is usually allowed in MBA applications.
I cannot select schools for you. However, you should make your selections based upon the school's learning environment, culture, and professional network. For example, Duke's team environment differs from Darden's environment. Part of your success will hinge upon how well you fit within the school's structure. You can find out more about schools via their websites, events for prospective students, and conversations with existing students.
Best of luck!
