D. 28. let x be width; Area = 40 = x * (2x+2) ; thus x = 4; Perimeter = 2x + 2(2x+2) = 28

l=2w+2
(2w+w)*w=40
w=4,-5
w=4
l=10
so 2(10+4) = 28
IMO D
