Doesn't "which" in option A modify Yokohama instead of Diamond Princess?
Correct answer should be B.

A. Quarantined off yokohama describes sea princess,the which is a modifier that can jump over phrases occasionally when the meaning and sentence structure demands it. For reference check emily dickenson question in official guide. Looks correct.
B. Two back to back modifier phrases separated by comma, not wrong but definitely awkward and is far inferior to choice A.
C. And is used to connect a noun phrase, it should be an independent clause.
D. Which modifies crew. Incorrect.
E. Same as D
A looks correct
