c is wrong b/c developing is compared with the use
d is wrong b/c the sentence doesn't make sense
e is wrong b/c no less worthy as seems wrong.
between a and b, i choose b. because of the superior comparison

Understanding the meaning of the question is important to solve it. By glancing at the beginning of answer choices, it is difficult to separate them by some factors, thus we need to read them fully. Let's take a look at answer choices.
A - ''what'' jumps out immediately. what does it refer to ? It may refer to '' the use of this technology'' - lets keep A
B - ''No less ... than'' - this phrase is usually used in comparing amounts or numbers, but it may suit is this context.
C - ''The thing that was'' is redundant in most of the cases in GMAT. C is out.
D - Parallelism error is one of the important problems associated with this answer choice. ''developing'' cant be parallel with '' the use of '' - D is out .
E - '' no less .. as'' - the pharase is incorrectly used. E is out.

Between A and B. In A sentence structure is more complex than that in B. It is not mainly the sentence sturucture that makes us drop the answer choice , but the use of ''what''. Considering both of the factors, B is a better choice than A.

B is our winner.

Statement A starts with what and sounds ambiguous with wrong tense usage
Statement B uses the correct tense and the sentence logically makes sense.
Statement C uses the thing but doesn't modify anything hence the sentence is incorrect.
Statement D uses developing and has been which is incorrect tense usage and is not parallel
Statement E uses has been twice which leads to redundancy and wordiness along with as which is incorrect.

The original sentence is grammatically correct, but it is a bit awkward. The phrase "What was as noteworthy as the invention of the internet" is a bit wordy and indirect.

The best way to improve the sentence is to use the phrase "No less noteworthy than the invention of the internet." This phrase is more concise and clear, and it does not imply that the invention of the internet was more noteworthy than the use of the internet to democratize access to information.

The other answer choices are not as good as (B).

(A) is the same as the original sentence and is therefore wordy.
(C) is grammatically incorrect. The phrase "The thing that was as noteworthy as developing the internet" is a fragment.
(D) and (E) are also grammatically incorrect. The phrases "Developing the internet has been none the less noteworthy than" and "Invention of the internet has been no less noteworthy as" are both redundant, as the word "none the less" and the word "as" both mean "equally."
