What was as noteworthy as the invention of the internet has been the use of this technology to democratize, to a degree hitherto considered impossible, access to information.
C, D out since they both use "developing the internet" rather than "the invention". The intended meaning wanna compare the equal important role of both "the invention of internet" and "the use of internet to...". the development of internet is something else.
E incorrectly use "less...as". less must go with "than" not "as". E out
A and B
(A) What was as noteworthy as the invention of the internet has been the use of this technology to democratize, to a degree hitherto considered impossible, access to information.
(B) No less noteworthy than the invention of the internet has been the use of this technology to democratize, to a degree hitherto considered impossible, access to information.
B ~ the use of this technology... has been no less noteworthy than the invention of the internet.
A~ the use of this technology... has been what was as noteworthy as the invention of the internet
nothing wrong with B: clear meaning, no ambiguous and no grammatical error.
B is more clear, precise than A
Also, A use the past tense "was" - the action stopped i.e not ongoing while the invention of the internet still very noteworthy (ongoing facts) and the main verb is "has been".
