As "X" as "Y". X and Y must be parallel and comparable. Since both x and y are not parallel and comparable we can eliminate this.
(B) No less noteworthy than the invention of the internet
Correctly compares "the invention of the internet" with "the use of this technology". Keep this answer choice.
(C) The thing that was as noteworthy as developing the internet
Same issue as option A. eliminate this option.
(D) Developing the internet has been none the less noteworthy than
This sentence is very awkward because of the use of "has been none the less". Because of this eliminate this option.
(E) Invention of the internet has been no less noteworthy as
For the correct comparison we need "less noteworthy than" instead of "less noteworthy as". Eliminate this option.
The correct answer is option B

(B) This sentence correctly compares the "invention of internet" with "use of this technology" without any tense error, and the idea is also conveyed clearly. This is the correct option.
(C) Again similar to sentence (A), "was" usage is incorrect here.
(D) "use of this technology" is a recent incident compared to "invention of internet", so use of "has been" with both actions is wrong.
(E) Again similar error as explained in sentence (D), tense used is incorrect.
