Will go with C as the whole Assumption is based on the fact that there are ways to increase the use of mass-transportation. Feel that B is close but comparison with other cities is irrelevant.

I chose B in my first attempt, but after going through the above explanation D does makes sense.

B is a classic trap answer choice that you will find mostly in all the CRs. That the intended outcome is realized in other city with similar action plan need not necessarily be true and hence, must be avoided in almost all questions. While C weakens the conclusion, D says that the author must have thought/ assumed that any improvement in the mentioned areas are possible and can be realized by improving car parking.

If we do Y, X will happen

what is X ?

Can someone explain why E is wrong? The parking is our issue.. we’re looking for an improvement in passenger car parking and since it is critical for communities they should invest in it..

E actually is OUT OF SCOPE .
In the argument we are concerned with PASSENGER-CAR (PUBLIC TRANSPORT) and not all cars ( private+public)
so even if parking is not the MOST important issue (negation of conclusion) for most local communities then also the conclsuion stands as there may still be a need for better parking for PASSENGER-CAR and hence it may still be important to improve parking for the later.

The Conclusion is that the Community should invest in the Car Park.
This is based on the claim/data that the Car Park increases the usage of mass transit amongst other things.

This is a Defender type question(CR BIBLE terminology). Meaning that we need to make sure that the Line of Reasoning exists.

In this case this can happen only when we have made sure that this relation can happen.

Option D is the best answer for that. Only if we can realize some of the potential benefits, should we build the Car park.
On negating this option we get that after building the car park we will not get even some benefit. This breaks the conclusion. Therefore we are even more sure that this is the right option.
