The best option is the one in which both A and B are parallel as much as possible.

So the following will work:

both the rich and the poor would benefit ...
both rich people and poor people would benefit ...

MANHATTAN REVIEW OFFICIAL EXPLANATION:



This question deals with efficiency of language and parallel structure. Choice A would have to say ‘the rich’ and ‘the poor’. Choice B is not parallel. Choices C and E are not as efficient as choice D. Choice D is the correct answer.
