To your first question, both on and off campus interviews are viewed exactly the same. In fact, if you live in the Chicago area, you have to interview off campus, as the volume of Chicagoland applications far exceeds the admission's offices capacity to conduct interviews.
To your second question, generally speaking, unless you live in an area where there are literally no Kellogg alums, you will probably be able to get an off campus interview. In the extreme cases when this is not possible, you may be scheduled for a phone interview. That being said, if you have not attended an off campus Kellogg Admissions event, I would strongly encourage you to visit the campus. Culture fit is a HUGE part of the admissions decision process, and showing that you have invested in getting the know the culture is important. Event attendance/ campus visits are noted in your application file.
I'm sure it would not be a problem to call the admissions office and request an on campus interview. If they can find a slot for you, they will. Otherwise, you will have to have your interview off campus.
