First, I just noticed that I wrote "200 points" but I hope it's clear that I meant 20! In terms of your experience: a lack of promotion does not have to be a handicap, for example if you work in a non-hierarchical organization in which you can demonstrate that you are actually assuming greater responsibility and leading people and teams. In other words, titles are not as important as the quality of your work experience. Focus on examples in which you interact with and influence people above, parallel to, and below you in the organization to show that you have the management ability these programs are seeking.
