I am not able to understand why St1 is not sufficient?

Hi,
d is given as 1.3h4...
h is the hundreths value and the first statement gives us h<5..
so d will have 4 values depending on 'h'..
1.304
1.314
1.324
1.334
1.344...
so there is no single value hence insuff...

i think you are getting confused in taking d as rounded off figure..

Its because h= anywhere from 0 to 4
