Simple subject-verb agreement case

Building-was
Buildings-were

Here talk is about separate building from gym building
So building is required
And - "chapel" is singular so "its"

E is best choice

chapel and their programs -> chapel needs singular so options with "their" A & D are out.

A.a separate building dedicated to the chapel and their programs were - Incorrect, as stated above.

B.separate buildings dedicated to the chapel and its programs was - Incorrect. Based on meaning and sentence construction "a separate building (singular)" is required to make the sentence parallel.

C.a separate building dedicated to the chapel and its programs were - "were" is incorrect. The first action is in "was".

D.separate buildings dedicated to the chapel and their programs were - Incorrect, as stated above.

E.a separate building dedicated to the chapel and its programs was - Correct. Because of highlighted points.

Answer: (E).
